Floor_LowerToNearest
Lowers a tagged sector's floor to the height of the highest surrounding floor that is lower than the tagged sector's current height. If tag is 0, then the sector on the line's back side is used.
22:Floor_LowerToNearest (tag, speed)

- speed: How quickly the floor moves
