Keywording policy

ARCH=sparc has best-effort stable keywords: stage3 and installcd uses stable packages.

Please keep adding sparc@ to CC list for STABLEREQs if sparc already has stable keywords for a package.

ARCH=sparc has no stable profiles. This allows for package cleanup of old packages without waiting for sparc@ completion. It's expected such package removals occasionally break sparc tree.
