Project:Ruby/Marking a new ruby version stable

Preparations

• Make sure all stable ruby packages include the new ruby target
• Set up a test branch for CI to find any remaining dependency issues
  • Unmask ruby target in profiles/base/use.stable.mask
  • Mark dev-lang/ruby and any required dependencies stable
  • Create PR on github for easy CI feedback
  • Fix reported issues and repeat
